It looks like the camera does not supports events subscription with the onvif protocol ver. 2.4. ODM was implemented over 10 years ago. ant suppotrs only the base onvif specifications.

Hello. The project has been closed for a long time. What can I recommend you - try using fsharp.core.dll from the current project. the Visual studio or the nuget has only the modern version ant can't be compiled from the box.
